Directorate has been established in the name of "Laboratory Directorate of Forest Seeds" in order to make quality control tests of forest tree seeds in 1964. Besides quality control, duties such as selecting seed stands, establishing seed orchards and exporting and importing forest trees are included in 1969. Then the Directorate named as "Forest Trees and Tree Seeds Breeding Institute". After reestablishment of Ministry of Forestry in 1992, tree breeding and seed technology research works were also included to the duties and named as "Forest Tree Seeds and Tree Breeding Research Directorate".
